It's also called management by passing the buck. To be a really effective hot potato manager you must be willing to lose all--well all responsibilities anyway. The true seeker on this path of enlightenment reaches Nirvana when he can say: It's not my problem!!!

Make, whatever it is, somebody's else's problem and you have walked the true path.
