Is China a Shady Rat?

There have been rumors that the United States has been under cybernetic attack for many years. Some anti-virus companies have been pointing to China as the culprit. Others point out that since China has a boat load of US dollars, ruining us, ruins them.
One of the project code names for the hunt for cyber terrorists is called "Shady Rat." Hence the question: Is China a Shady Rat?
In truth, we may never know. Given how much money we owe China, even if our government had the goods on China, they might not see fit to tell us about it. China could be taking from both ends and we'd never know it.
The only advice I can give is never keep all you cyber eggs in one digital basket...
