No Merry XMAS

According to Fox News, members of congress are not allowed to send out the greeting "Merry Christmas" on official stationery.
Since they can't celebrate Jesus' birthday, I wonder if they can celebrate the birthdays of non-religious leaders? I think the rules state that as long as it's not a "Holiday Greeting" you may get reimbursed when you send it out.
Perhaps congressmen can wish their constituents a Happy Karl Marx Day, or a Merry Stalin? Happy Mao Day people! And to cap it all off, once our beloved and fearless leader President Hussein gets re-elected, we could put "In Communism We Trust" on the Money!!!
